    STAP budget available as of March 1, 2022

    As of March 1, 2022, both employed and unemployed individuals can apply for a budget through the subsidy scheme ‘stimulering arbeidsmarktpositie’ (Improvement of Labor Market Position) – abbreviated as STAP – for the purpose of training and/or career development. The exact conditions, amounts and data of the scheme have recently been published in the ‘Staatscourant’, the Government Gazette of the Netherlands. UWV (the Institute for Employees’ Insurance and Regulations) is currently working on an website specifically for the STAP applications, while DUO (the Institute for the Execution of Education) is developing a register containing all approved training and career development programs for which the budget can be obtained. A trail period will start on December 1, 2021 aimed at detecting and taking out any flaws which still exists in the application process. This way, when the actual application process kicks off on March 1, 2022, the STAP budget can easily be obtained by applicants.

    Income Tax

    Some elements of the scheme will only go into effect at a later date, possibly on January 1, 2023. Such elements include the possibility to apply for a budget for multi-year training, to obtain an EVC (an official document stating a person’s previously acquired competences) or to combine the budget with finances provided by a third party (i.e. co-financing).
    Because of the introduction of the STAP scheme, it will be no longer possible as of 2022 to deduct expenses on training or education from your income tax. The total budget reserved for the scheme will allow at least 200,000 people annually to obtain an individual budget of at most € 1,000. The budget can be used for a variety of purposes, such as following a career development program, courses, and job training. If the costs are in excess of € 1,000, the excess amount must in principle be paid by the applicant him-/herself.
